Summary of the Meeting:
  • Roll-call of the attendees
    • Council voted on absences of Tin Santos, Emira Guingon and Aaron Galano.
    • Majority voted to excuse Santos on basis of her prior excuse to
      attend to a family affair.
    • Majority voted to excuse Guingon on basis of her internship.
    • Majority voted to not excuse Galano due to him not having prior or
      on-the-day excuse.
    • Meeting has achieved quorum.
    • Meeting commenced with proposed Agenda and started by Presiding Officer Patricia Morada.
  • Budgeting concerns
    • Reminder to attach all receipts for reimbursements. No receipts, no reimbursements.
    • Loan Assistance funds will come from the contingency fund set up by both Finance and MAR Councilors
    • The Financial Tracker aims to track all expenses, including inflows and outflows, of all events.
    • Currently, Council has PHP 57,538 cash on bank; Joel will follow up any receivables from Dea. Adding collected Council Fees, we have around PHP90,000
    • Additional reminders in using the Council Financial Forms, For Reimbursement Request, disbursement of money will
      occur on date specified; Joel added that he needs at least a  week's notice  For Loan Assistance and Reimbursement Request, do not forget to specify the designated point person and preferred time and place of pick up
    • The Budget Report has both the general budget and budget breakdown for each event needed
    • For all financial forms, save them individually as PDF (to upsesc.finance@gmail.com), with the required file names indicated in Council Financial Forms
    • Form processing will take at least 2 days; budget reports will take 3-4 days
    • For Centralized Councilor, edit the Budget Report breakdown to suit it to your event/initiatives' needs
    • Don't forget to indicate the dates needed so as to track which deliverables are most important and due immediately.
    • Budget Reports are due on every third week of the month, containing budgetary concerns for the next calendar month

  • Carlos Cabaero
    • Council is happy to hear the Carlos is back, especially as Chairperson of Council. Presiding Officer opens the thought to Council.
    • Council is in consensus to limit the workload of the Chairperson and distribute it among themselves so as to not overwhelm Carlos.

  • Dismissed Batchmates
    • There was a recently concluded meeting with Chancy and correspondence with Dean Solon. They decided that there was a chance of reconsideration; however, they should submit individual appeals to the Dean of UPSE.
    • As of now, they are going to enlist as non-majors, since they are waiting for the appeal results.
    • Dean Solon has expressed his intent to bring this ma"er to the whole faculty of UPSE.
    • According to Tita Evelyn, the decision will be released before August 15.

  • Freshmen Batch Rep Elections
    • The announcement of elections will be from August 8 to 12, with the la"er as the date of the start of filing of certificates of candidacy
    • August 15 is the deadline of filing
    • Campaign period is from August 16 to 19
    • Elections will take place on August 23
      *Proclamation of winners will be on the evening of August 23
  • SESC Core Applications
    • Applications for the Core will be extended unMl the first week of
      school (Friday, August 12), and results will be released next week.
    • To have more sign-ups, we'll provide physical paper sig-ups to
      encourage more people to volunteer for Core.
    • Council was in consensus to make an announcement through the
      Bulletin Board.
  • Marketing updates and Lantern Parade
    Sir Arcenas wants students to design a lantern that involves using lights, and that could be placed on a truck bed. (Although there were concerns that this would render the float ineligible to participate in the lantern competition)
    • The bulk of financial capabilities of Council for this would come from sales of merchandise. MARC plans to sell t-shirts, esp. at the Alumni Homecoming
    • If there are any excesses on the budget, this would be used to give financial incentive for the designers of the lantern
  • NYC and Kapekonomiya updates
    • Kapekonomiya
      • ​The theme and topic will revolve around the study of the shim of the Philippines to federalism and its ramifications in different aspects
      • The team wants to move it back to Sept. 8
    • NYC
      • The theme is about looking at the past, present, and the future, with focus on concrete actions towards agriculture, poverty, and good governance, among others
      • The team has the New York Times as a co-presenter, together with CNN
      • Sales team has been going at it with their merchandise (i.e. food sale)
      • There are plans to get NGOs and government agencies to partner
      • Already have the endorsement of NEDA
      • Waiting response from DepEd and DA
      • The team plans to hold the event at GT Toyota and NIP Auditorium

  • Other Concerns
    • ​STRAW
      • ​STRAW Councilor pointed out some responses at the DearSTRAW
        •  First response was critical about the restarting of the E- Pila online prerog form of RVC. It stated how it was unfair of other people to who already signed up early in the morning to not know about it being restarted for the evening.
          RVC responded that it was their fault in the first place for not publicizing it effectively.
          RVC was also advised by Ma'am Abrenica to restart the E-Pila so as to give way to other students
        • Second response was about RVC not purging BS Econ who got slots in Econ 122, 132, and 162.
          RVC (through Nikuo Tai and Nica Pine) clarified that BS Econ students will eventually be purged
        • The last response was from Carina Tanbio, about her not having Math 102.
          • Already resolved at the meeting's time.
    • Secretariat
      • Council has been divided into four houses.
        •  House A: Paje, Gemzontan, Guingon, Lobo
        •  House B: Balindong, Ronsayro, Cabaero, Licup
        •  House C: OrMz, Galano, Sanchez, Dumalaog
        •  House D: Morada, Andaya, Santos, Commendador
      • These Houses are required to have a sigil, a motto, and house colors.
      • These Houses will also be assigned with different dates and times to CouncilBITS, CouncilNews, and Council Room clean-ups
      • Council is also reminded of a general cleaning of the Council  Room and redecoration of the Council Board on August 15,
        half-day.
      • Council is reminded to fill out the UP SESC OKR KPI System for  the first semester
