- Klause: World News - Hurricane Dorian: Storm inches north west, leaving devastation in Bahamas. Hurricane Dorian is moving very slowly north west over the Bahamas, leaving devastation and flooding in its wake. Satellite images showed large areas under water, including the Grand Bahama International airport and the town of Marsh Harbour on Abaco Island. Dorian fell in strength on Tuesday to category two, but the northwest islands continue to endure heavy rain, high winds and storm surges. II. House Rules Review - Secretariat
- JV: If you have a contention with a number, raise your hand then we’ll talk about it
- JV: the preferred day and time is wed 430 pm (no contentions)
- JV: last minute agenda points will not be entertained beyond 4 hours before the GA
- JV: official venue is this, the council room. Anyone in the student body can join us. The chairperson will be official presider, if wala VC, if wala the Chair will appoint someone from council.
- JV: GA agendas have a max of three extensions. Agenda points are only 15 minutes max.
- Reg: yung 15 mins, I think may provision to vote if papayagan na mag-exceed ng 20.
- JV: yes meron.
- JV: Josh doesn’t vote as presider unless may tie. Majority vote is 2/3 of the members.
- JV: proper decorum during GA, make sure you’re listening
- JV: A house will be assigned every week, they’ll be cleaners of the week. You will also give the GA tidbits.
- JV: Kapag absent kayo, you may have anyone from core to give the updates. At the end of the meeting, we sing UP Naming Mahal
- JV: Attendance: this is the important part… A council member who arrives 15 mins after is marked late (excused or unexcused), the decision will be voted upon. Valid reasons in the consti are automatically marked excused. Otherwise, it is voted upon.
- JV: you have to be in the GA for 75% of the time to be counted present
- JV: if you will be absent or late, inform JV and Josh and the reason why.
- JV: Two unexcused late = 1 unexcused absent, recurring absences from required Gas and Events will be questioned. For 2 unexcused absences or 4 cumulative absences.
- JV: 3 consecutive unexcused absences or 5 accumulated unexcused absences will be grounds for suspensions.

- JV: for minutes of meeting, I release them within the day and then just comment for revisions.
- JV: for decorum, you have to respect the speaker and everything… you need to wear your ID as well. Inside UP. The incentive for this is house cup, minus 500 for no ID +100 for the house that catches.
- JV: you are required to attend 2 LCC meetings and 2 ASEO meetings, if they fail to complete, they will be subject to 1 week suspension. Rules on attendance for Gas apply here (e.g. attend 75% of the meeting to be marked present).

III. Freshie Election Evaluations - Sophomore Batch Reps.
- Pat: Okay naman siya kasi 91 people voted. Mas marami lang sila sa unofficial list.
- Dylan: Wala namang problem.
- Reg: Dapat we foresaw na walang list na tinanong na siya before hand kasi siguro naging lag din yun.
- Je: Question, are we talking about elections itself? Or in general?
- Josh: Also preps.
- Je: Ah cause di ba we were talking about when we should hold elections pero na delay yung due to unforeseen circumstances. Technically, for electoral processes, we usually have elections after convocations and we stopped the campaign na. It was weird lang cause we had a week na idle since convocs were done and we can’t have campaigns. I’m bringing this up lang cause we had council events rin that may or may not influence the election. Cause it may have influenced how the candidates are perceived. It was weird lang. So maybe for next time, it’s important to determine the availability of the official list and what not. Pero since this is the first time it happened, planning talaga
- Josh: We played our part naman talaga like we were asking for the list and it was given but Sir Benny was the one iffy with it kasi it was unofficial but then we had no choice rin kasi.
- Je: I think we should just mention it cause we group all our evals so for the next councils they know na this is a possibility.
IV. Org. Fair Evaluations - Vice-Chairperson
- Josh: Okay ngayon lang siya gagawin since ASEO just held a GA noong Friday.
- Reg: I’ll just run through what was discussed during the ASEO GA. Start ako sa positive, ASEO this year personally I want it advocacy based so we forwarded junk FRB advocacy and the SESC catered to the Magna Carta Discussion. It was a good thing since sa opening I invited Owen Andal to discuss the issues. Also it is a good thing na may incentive (ice cream). I planned it na iisa lang yung pathway compared to last year since ayoko ng magulo and masikip. Overall, yung org fair served its purpose. Yung orgs got the freshies to apply. We also gave an opportunity to the UP Consulting Group to attend the org fair. Negative lang yung less foot traffic. Di ko natingnan na dapat it doesn’t start on Tuesday since there’s less people then. Naalala ko lang ngayon na yung org fair na linabas ng internals ay on that day so I followed that. Points for improvement, kailangan next sem mas interactive and to utilize online platform cause our main pub had 7k reach and the primer had 2k reach. Next sem, we’ll take advantage of that and better scheduling for foot traffic.
- Vina: Suggestion nalang, the first day marami since may incentive. Maybe we should have like games the other days to entice people to go pa rin.
- Je: I don’t know if it’s a good incentive maybe we can have something to look forward to per day so that the freshies are enticed to go. I get na if you’re older you’re less incentivized to go since you know what to expect na.
- Reg: After the first day actually, marami nang pumasok na possibilities sa isip ko to improve on it.
- Andi: Personally I feel like dapat 2 days lang talaga yung org fair.
- Reg: The orgs kasi proposed na they wanted 3 since marami freshies
- Josh: Less foot traffic kasi may orgs na online nalang yung sign ups so there’s less incentive to go. Baka for the next org fair, should we avoid that?
- Reg: Kasi masyado nang utilized yung facebook group nun for the pub ng orgs. So ayun rin, di rin maganda na masyado siyang matagal. Pero ayun take into consideration ko naman yung points for improvement.
V. EdRes Updates
- Vina: As promised, I will give NYC updates every GA so that we know how we’re moving. So the achievements for August, for:
- ExRel - 4 booths agreed na sa fair and may NEDA endorsement tayo, DepEd is responsive naman, yung field trip sa Launch garage (start-up world yung peg).
- School Rel - na send na lahat ng email. We have 5 confirmed schools and our target is 280 students.
- Corp Rel - we have 98000 worth of x-deals (krispy kreme, unilever, and novelino).
- Fin - we’re also happy since we have enough cash on han.
- Sales - we have large scale initiatives na (we deviated from smaller ones) na rummage sale, food fair sa sampaguita
- Programs - we currently have 3 confirmed speakers na for the event . Again, theme is about the digital economy and we have a program flow na
- Log - ICE (Sunday Venue) and Econ (Saturday Venue)
- Pubs - we have more reach from last year’s pubs so its good.
- For council, I’m encouraging you guys to intern since the departments need help talaga (if you’re not part of OB).
- That’s it for NYC updates. For SinPaMore, yung style niya parang yung sa magna carta and FRB sa org fair, this will be during Tuklas so yung core ko na bahala dito instead of council. For ED Partnerships, Ecosoc and Obem is for this sem, since the goal per org dapat meron 1 ED. But Ecosoc rejected so for this October 10-UPIC (on Finlit). October 24- OBEM (on start-ups).
- Tapos upcoming ECONcepts is on Crony Capitalism. We will release a statement din on Pride Week together with ASEO.
- For September, may plan for standmaking na regarding Endo. We have to decide na when we will hold this. Ipopost yung ECONsult this Sunday September 8.

- Reg: I have a question lang regarding UHC. UHC kasi mahirap imarket if you can see the history of it with USC isn’t okay (di okay perception). I’m just not sure how we can market it unless you dig into the controversies. Also, I don’t know, pero usually sa congress this is what being talked about: the release of the inmates, trabaho bill, law and econ. Baon kasi yung UHC ngayon sa congress.
- Je: The thing kasi, if we do setira or trabaho bill baka di pa tayo prepared for that.
- Reg: Mas technical yung UHC kaysa dun eh
- Je: Pero based on the fact they are prepared for that.
- Reg: I’m just iffy on the perception kasi di na siya hot topic ngayon
- Vina: Kaya di na naman siya mababago since napagusapan na before. Dapat kasi initial plan is for the sophomores since they are taking 101 we will talk about kung paano naging core ng revenue yung sintax and alcohol taxes.
- Reg: If revenue generation its setira kasi mas relevant siya
- Josh: Since they already prepared for it, you should try to talk to your core to change it to what’s applicable now. So, if kaya ng core, why not. But if your core is settled on UHC we can do that
- Je: I think UHC is still pretty relevant. Gets ko sentiment ni reg regarding this, since it won’t get traction. But since it’s still relevant, not directly, but there are issues regarding dengue and other outbreaks, and even the status of the Philippine health which should be raised since it’s about the provision of health care services. Yung sa Setira naman, maybe we can look into it in a later time to give time to prepare. It’s part of the tax reform packages they want to roll out.
- Reg: Given that, if it’s not UHC based if it’s dengvaxia since it’s another topic. Maybe you can take it na general health economics. Iffy lang talaga ako if may pupunta sa UHC. Yung proposal ni Ma’am Quimbo tungkol sa UHC, hindi lang siya sa alcohol tax, you have to find other means to fund such kaya hindi recommended yung alcohol tax since it’s not enough. So feeling ko aside from alcohol tax, kailangan idig in yung source of other revenues. Yun lang
- Vina: Gets ko naman yung contentions. Pagusapan nalang naming ng core ko since it’s our initiative and medyo urgent na kasi siya it’s hard to learn something new. Siguro sa future date nalang pero pagusapan natin. It’s not a formal ED naman
- Je: Ang icocover niyo bas a DG yung law it self or just specific ones?
- Vina: About taxes lang
- Je: Ah so component lang na yun.
- Reg: It’s a little misleading lang
- Josh: I think vina can talk to her core nalang muna since 2 weeks pa and start pa lang.
VI. Finance Updates
- Jaro: First point, announcement lang yung scheduled community DG (Sept 14) is cancelled. I coordinated with ETC g naman sila but they’re more equipped with government policies so they directed me to IC. G naman sila pero concern nila is that marami pang bata sa org nila and second, he suggested to find an alumnus to head the discussion but he’s in Australia na and he can’t go on that day. Sakto naman Vina told me that she partnered with IC and sabi niya it’s okay to partner with her. So yun, event na siya dito sa UPSE. Second, we need to make money so we have a merch sale and tonight we will repost the merch pub. Im requiring nalang all the batch reps to post in the batch groups. We will sell rin during alumni homecoming. We will have a shipping option na rin so they can pay in advanced and we will have their merch shipped. Third, we have 3 bazaars, one is with NYC there’s a problem since di na-secure yung venue (although we emailed early and she replied weeks late). We asked her for the available dates, and we picked one date and she agreed. But the she contacted me again and said na-double book yung date so we’re trying to get another date. We’re just waiting for her reply again. We tried going to technohub to secure the venue personally but then their office is in Makati pa. So next point, sa budget meeting, this is the last council na mamromroblema sa budget since the next councils may budget na from CHED. Last meeting, nandun si sir Agpaoa and minamadali nila to’ since they’ve been planning this for years. They’re deciding on the amount per head ng student (it can’t be different per college; has to be uniform). Also, they’re talking about the allocation of the budget (how much will go per college). So the initial suggestion was 50 per student. May deadline sa Wednesday ng budget proposal (send historical figures) to decide on the amount. Nagbotohan sa LCC GA and we voted for equal amounts given per college kaysa proportionate. Unless, we can craft another option we can suggest but that’s the only two options (equal or proportionate). Proportionate is based on student population (bigger colleges will have bigger budgets). It’s problematic for me since I talked to the fin councilor of CSSP SC and they mentioned na they spent less than what would be allocated to them. And us naman we’re spending more than we earn naman. So our vote was equalit, since it’s unfair for small colleges to receive smaller amounts. In principle, proportionate allocation is logical. But in practice, should it solely be dependent on the number of students per college? So that’s something we should talk about. Then apparently those not covered by the free tuition are asked to pay 15 pesos, so maybe for grad students we ask them for 15 pesos. Last, lagi sinasabi ng vice-chancellor, we can ask the dean if we need budget for initiatives. Sir Jerwin wants to add more water fountains per college, and for scholarship appeals inaassess na siya. Those taking anti-depressant/anti-psychotic pills can get subsidy from OVCSA. Tapos for injuries in UP a student is entitled 20k per injury. Yun lang naman
- Josh: Questions?
- Orallo: For the water fountain, kung puwede outside the lounge cause it gets locked.
- Reg: Personally, as an Econ major, masyadong weird na we voted for equality rather than equity. For me, yes CSSP’s expenses is less than UPSESC, but did we take into coordination na we make more events compared to theirs. And also, since we give them more funds, wouldn’t they maximize it for their events? Kaya 70 lang siguro cause it’s hard for them to generate income rin. Mas valuable decision rin na we consider equity. Di naman siya unfair for us, but it’s unfair for them. Mas malaking gaan for us for example compared to them.
- Josh: To make it clear, before kasi may student fund before. Like in BA was 300 and us 120. From there, may funds na tayo and kulang siya. And fin councilor natin, nag-IGP to compensate for the kulang. Feel ko lang na saying na we’re not giving them the opportunity to make more events since all fin councilors are thinking of ideas to make funds and we’re all at a disadvantage. I’m for equity but I just wanna echo the sentiment it will just make it easier for them.
- Jaro: I like to reiterate my point I understand it in principle na logically tama siya and I’m not asking for that much rin to be placed into us. What I was saying lang sa meeting na any form of aid is better than nothing and I have nothing against the spending of other local councils
- Josh: Siguro what’s best for other student councils rin. If they’re willing to not get equitable share of the fund its them speaking
- Maui: Ako, sa merch, Segway lang, iviviber daw ng host batch yung merch so send me the details nalang. Okay so sa LCC GA, Eng spends a lot per year. And they want equitable share since they have around 5000 students kasi.
- Je: The voting to clarify was a preliminary voting that’s why it is brought up here. To justify our vote, I followed Jaro’s decision rin cause it made sense. For econ, it’s an issue we discuss (equity vs. equality) but in the LCC GA kasi we were only given those 2 options but we were talking about rin the other options na possible for this. What I don’t like lang about this discussion is that we are only focused on those 2 options and I feel like the argumentation is not exhausted. What we vote for here is what we’ll bring there. We can still table the discussion regarding this since we have other agenda points.
- Jaro: Maybe if in the next coming days, if you guys think of other efficient options on how to distribute the funds it will be of big help. Since right now dichotomous siya.
- Je: Is there a next meeting scheduled?
- Jaro: Wala pa
- Je: Maybe we will talk about this sa next LCC ga. Formal motion to table the discussion whether Econ’s vote is for equal or proportional for the budget allocation.
- Orallo: Second.

VII. STRAW Updates
- Andi: now we have 12 NGOs and 15 Org Partners I was scared lang cause there might be a problem sa venue (according to Gab). Have you submitted na the log requests?
- Jv: yes I did I just need to double check with tita girlie.
- Andi: ah okay also I went with josh na to get the tables. Last week we had na the know your rights release and maayos naman yung reach (3k on average) except the pub on Friday. Next time, better coordination nalang with Orallo. For dear staw naman regarding the cleanliness of the econ back since people eat there and to fumigate the back. I just wanna ask you guys if you noticed na today it was clean
- Josh: Yeah it was clean
- Je: Maybe the thing is relatively far kasi yung trashcans from that kaya madumi yung area.
- Josh: you can request for trash cans and also maybe we can find the cleaning schedules of sila kuya.
- Je: If they’re referring to the perpetual dust there it’s hard lang to find a solution for that.
- Andi: For the fumigation, we already talked to Ma’am Magno, they’re just waiting for the supplier lang. Also, I forgot to mention that nagkaron ng problem sa MOA for the org partners since when we checked the MOA mali yung academic year pero tama yung day ng event. Do I need to let them know na mali yung MOA or ask them to resign it?

VIII. Situationer Updates - Econ Rep. to the USC
- Je: today was day 2 of the situationer yesterday, I had Christian and Abram to do it and tapos kanina it was Angela and Shaira. It was okay so far, particularly sa freshies since na-incorporate yung UPSE issues and they were curious about the issues. I don’t think marereplicate ko lang ito next week since it’s the same people in the areas. We’ll see pa tomorrow and Friday with how it goes.
- Josh: Do you need anything from council?
- Je: If you’re free to give insights and join go lang. I won’t make it required naman. So far, maganda naman yung pagdeliver niya may tendency lang siya na mahaba siya and I do try to direct the flow with my core if humahaba. We’re still trying to find the right mix for it. Practice nalang din yun for ECONsult.
IX. LCC Updates - Econ Rep. to the USC
- Je: Andaming pumunta kahapon. Una, September campaigns for Martial Law commemoration. We’ll be doing Econcepts on Crony Capitalism. May usapan na rin on Budget Cuts for UP. Nagsstart na rin hearings for Mandatory ROTC, nagpapaikot na rin ng petition. Atin ang Pinas movement alliance may event today to invite us and know what they do but we weren;t able to go. Junk FRB campaign naman there’s gonna be a reviewing ng code of student conduct and there are talks na of lifting the FRB. Sir Jerwin supports it but he is asking for a position paper per college regarding this para mas strong yung argument. Next na update rin yung Balitaktakan (forum on campus militarization). They invited Bato but cancelled cause he had other commitments but emailed him and rescheduled it. Their plan is to make in intellectual talaga in nature and they want profs to talk about it. Regarding council funds, jaro already mentioned it. Next, USC updates, UP pride lang naman. They’re just asking if we have college initiatives for UP pride cos if meron they will add it to their calendar. That’s it lang naman. Next LCC GA is Sept 16.
- Andi: By when do they want to know our initiatives?
- Je: by this week sana.
X. Constitution Updates - Chairperson
- Josh: 2 GA’s ago we suspended the provision for freshie batch reps so we need to reimpose it.
- Zion: I move to reinstate Art. X Sec. 2 that states that “the elections of the SESC shall be held simultaneously with the UPD-USC elections. However, the election of the 2 Freshman Batch Representatives and election of the Graduate School Representative, provided the council chooses to do so under Sec 2 of Art. IV of this Constitution, shall be held at most 2 weeks after that start of classes for the first semester of the Academic Year.”

XI. MAR Updates
- Maui: Upcoming partnerships. MBS recyclable fair this week until Friday. We need 5 people to go tapos kahit anong recyclables. For SP, this Saturday siya, call time is 7am and you need to sign up sa Ecosoc. May prodwork on September 6 for those who can’t go. We will prepare all the materials there, and we still need tin cans.
- Josh: kailangan malalaki yun.
- Maui: We need 6 cans for it. Who can’t go to SP? (Vina- NYC, JV-philsat review, Jaro-tooth surgery, Pat-La Union with family, Shin- hospital with lolo, Klause, Orallo, Josh, and Mario- tutor). The rest who can go, you guys are expected to go. (Regina, Je, Andi, Third, Mikha, Camille, Mau, Giselle, Zion, Dylan)

XII. Alumni Homecoming Updates - Chairperson
- Josh: Alumni homecoming is on Saturday. 4pm yung call time since they will teach us how to operate the terminal for reg. 10 people for reg ( operating the computer, record manually, then write their name sa name tag). There will voting rin for their new board during the registration. Ask people rin if they want to buy UPSEAA card and refer them to the booth if yes. Kasama na tayo sa mga magbebenta dun. Attire is council shirt, pants, and any shoes. Tapos everyone has to bring a ballpen each. For the ushers, sila yung magpopoint out kung san yung reg booth, merch, etc. So I need 10 people for reg (Mario, Jv, Je, Reg, Orallo, Mikha, Andi, Giselle, Zion, and Steph), for election (Vina, Dylan), and ushers (Maui and Josh).

- Josh: Just please wear council shirt, pants and ID. Sa Friday na not sure yet, please let me know kung final.
