- Steph: World News - Australia probes PayPal amid child abuse payment fears. Australia's financial regulator on Tuesday ordered an investigation into global money transfer platform PayPal, amid concerns it may be being misused by sex offenders to buy child abuse material from Asia. The Australian Transaction Reports and Analysis Centre (AUSTRAC) demanded an external auditor investigate "ongoing concerns" about breaches of the country's anti-money laundering and counter-terrorism financing laws. Announcing the appointment in a statement Tuesday, AUSTRAC said it was working with its partners to "combat serious crimes such as child sex exploitation" using funds transfer information reported by the financial services sector (https://news.abs-cbn.com/business/09/24/19/australia-probes-paypal-over-child-abuse-payments).
- Giselle: Local News - Diptheria suspected in death of Manila Student. An elementary student in Manila died due to suspected diphtheria, a highly communicable bacterial infection, a school officer said Wednesday. The Grade 4 student of the Jacinto Zamora Elementary School was wracked with fever last Sept. 13, the last day she attended classes, said school nurse Josefina De Guzman, citing information from the child's mother. The 10-year-old girl later had rashes and mouth sores, and passed away on Sept. 20, hours after she was clinically diagnosed with diphtheria, added De Guzman in a phone interview with ABS-CBN News (https://news.abs-cbn.com/news/09/25/19/manila-student-dies-due-to-suspected-diphtheria).
- Je: UP News - Mental Health Program of the UP System. The UP Presidential Advisory Council had a meeting where the agenda included the proposed Mental Health Program of the university. The PAC is composed of the Executive Vice President and all Chancellors of constituent units of UP. Student Regent Punzalan was able to take part in the discussion to raise the concerns of the student body when it comes to dealing with the prevalent issue of mental health (https://www.facebook.com/upstudentregent/posts/2900059793356866?__tn__=K-R).
- Maui: Random News - Singapore to demolish Sentosa’s iconic Merlion. The iconic 37-meter Merlion statue in Singapore's Sentosa will soon be demolished to make way for a new development on the island, the Straits Times has reported. The report said the iconic structure would be demolished to make way for the S$90-million Sentosa Sensoryscape project. Sentosa Development Corporation clarified that the demolition date of the Sentosa Merlion was "not confirmed" but the last day of operations is on October 20 (https://news.abs-cbn.com/overseas/09/24/19/singapore-to-demolish-sentosas-iconic-merlion).
II. DG Decon Evaluations - EdRes
- Vina: So my core and I did a SWOT analysis.
- Strengths - timely topic and sumakto sa Econ 141 debate regarding rice tarrification and the students asked rin and they gave their own insights. During lunch time usually maraming tao and maraming available from our side so marami nakausap. The facis made their own research so they’re very well versed with the topic. The spiels and the infographics helped with the discussion.
- Weaknesses - Medyo matagal per group (10 mins) not because of explaning but because there are a lot of questions (which is good) but sana we covered more to cater to them. The law is relatively new so some of the questions we couldn’t answer.
- Opportunities - it’s still being developed so we can extend to ECONcepts and make an ED. And this will be held with the ETC apps and they wanna partner with us so nakatulong mismo yung decon.
- Threats - since it’s informal, there’s a tendency na maging mali yung sinasabi but I commend my core since I gave them a quota of 25 per shift and they exceeded. It was very diverse rin like kahit bata yung core ko they didn’t hesitate.
- Reg: let’s just commend vina since marami sila na-cover na people and the issue is timely. Suggestion lang, may pictures ba tayo? So that we can publicize it on twitter or facebook na “now happening” so people know that there’s an ED happening.
III. Tuklas Evaluations - STRAW
- Andi:
- Strengths - a lot of NGOs and org partners it helps with the sharing of the pubs. And we were able to secure them early on so that we won’t have problems logistics wise. Maganda rin yung pub I’d like to commend his core. Like backstory, the brochure was supposed to be black and white but we made it colored cos saying
- Weakness - too much org partners siguro cos like theres so much logos for m&p to put. And one of the NGOs was late and I think it was a miscommunication since they texted naman daw.
- Opportunities - We should bring back lang the program wherein the NGOs could talk I just didn’t do it cos medyo congested.
- Threats - yung security concern. I talked to the girl and Tita Millet and we discussed na she needs to write an incidence report and send to Ma’am Magno cos it looks like a he-said-she-said thing. So CHE SC sent me the statement, it mentioned that she left her bag in the back parking with her friend’s belongings. They bought food and then it rained. So people rushed to get their bags, and when we got ours, mine wasn’t there anymore while my friend’s was brought in the council booth. My valuables were inside (laptop, earrings, etc.) so she rushed to get help and asked if she could see the cctv. She just wishes na mas mabilis yung action towards this para mahuli yung girl. That’s it basically the problem is that it’s a statement by the SC not like a report and tita millet keeps stressing that a report is needed from the girl. The problem siguro din is cause we only have one guard sa front. I wanna ask like ask ma’am magno if puwede may guard rin sa back
- Josh: it was requested na before pa but then it’s hard lang cos they need to pay for another guard. We already have 2 sa entrance (lib and lobby). I think its more of improving surveillance.
- Andi: Well yeah okay. Batchreps should just help out in disseminating na don’t leave your stuff around muna. Emphasize nalang na there are some things we can’t control and it’s better to be safe and story. Lastly, may dear straw update about putting a katol sa back because of the dengue outbreak. So later or tomorrow ill go to UPTC to buy katol. Just remind again your batch mates na there’s mosquito repellant sa hygiene kit.
- Josh: Why not insect repellant per org? Since katol is kinda expensive nabanggit kasi ni reg na we will give them a set of insect repellants per org tapos pag naubos na they need to do their part in being safe
- Reg: baka puwede per proportion?
- Josh: No kasi like we’re giving them an opportunity to get insect repellants for us but then after they should do their part in making sure na their members don’t get sick
- Andi: Also if the orgs ask about the leaks, they have to request sa admin and it takes a long time
- Reg: With regards to that, nung Friday, people are messaging me about it rin di ba we already sent a letter and when I checked se 101, they got it na, it just needs to be processed. They’re just asking for a short-term solution (orgs) and I said naman sa admin tas they’re willing naman to put a seal muna.
- Andi: I’ll leave lotion pa rin sa hygiene kit for unaffed people.
- Maui: Suggestion for tuklas nalang, sobrang kalat ng tambayans and puro fliers and posters. We should encourage NGOs nalang to be environmentally friendly. Since masasayang lang yung resources.
IV. Wellness Week and Hell Week Updates - SAC and STRAW

- Mikha: Hi guys so no more yoga it will be a make-up workshop na. Tapos for the spa day, we just need the final number and jv and I will finalize this week. Tapos for tita rose naman, she will just coordinate nalang about the neon clothes.
- Andi: Then for STRAW, we already sent the HIV testing center proposal and it’s taking awhile so I’m scared na it might not push through next week. Tapos for dog day, I contacted FOCA and i’m just waiting for them to reply since we want it to be advocacy based. Then those who are outside council bringing dogs theyre just concerned cos their dogs aren’t trained. So okay lang naman if they don’t bring since we have 5 dogs from council naman. For the free coffee naman, who has the electric kettle? Can we borrow?
- Reg: I have
- Andi: Okay yay. For the mural naman, I asked my FA friend for the design and she sent me one. I’m thinking of doing it on black cartolina then chalk. I just asked my friend how to transfer the design, she said projector so borrow please over the weekend. Yun lang naman.
V. NYC Updates - EdRes
- Vina: So now we have 13 confirmed schools and 5 or 4 who are going but they haven’t picked delgates yet. So we’re at more than half of our target. Then we have 5 confirmed NGOs, and endorsement from NEDA, PIDS, and UPSEAA. Then we’re continuing to send emails to corporate partners and so far we have major and minor sponsors na. For programs, the usual okay naman and we’re financially healthy. The OB so far is 93 people and wala pang facis and TLs dun. Then final dates November 9-11, 2019 first day in UPSE then second day- in ICE (near stat). Required all teams na pumunta dun. That’s it

VI. Econ Rep. to the USC Updates
- Je: Update on the stand-making. Thanks to those who constantly remind people to answer sorry rin if inagawan ko kayo ng students sa quota tracker. I was worried kasi na di umabot sa quota by standmaking time so I pm-ed different batches na about it. Since magkakadate pa lang, continue nalang inviting for econsult. With regards to the RTR, it will depend on the date for standmaking. If the date is close, online efforts tayo. If longer, we will continue with the physical forms. Yung hesitation lang sa printing is that I want to print on scratch kasi. I could prepare for it if longer yung time frame. As of now, there’s 90 responses so as of now what’s happening is that aside from undergrads, I contacted grad students to answer but they aren’t responding much. One of the questions raised is lang is the difference of endo and contractualization. Again, please refer to the previous minutes. For the type of contractualization, it’s hard to define types since it’s broad, but there are terminologies like project based- hiring the contractor to work on a project meaning the person na kinakausap ng principal is the one who gives salary to the workers. It’s like asking the SESC to prod work and Josh will be the one distributing the payment, materials, etc. But the labor contracting, the contractor is the middle-man. Tapos for seasonality naman it depends on the season like for Christmas lang sila na hihire and what not. Any more questions?

VII. Vice-Chairperson Updates
- Reg: ASEO GA is on Friday and mabilis lang naman siya. 4-5:15 siya. That’s it naman so far.
VIII. Finance Updates
- Jaro: Okay so it’s not a secret that we’ve been trying to stay afloat for the past few weeks I asked for a little more understanding from each of you. It’s really the number 1 thing that’s going through my mind right now. I met with my core and we’ve been trying to exhaust all means to generate funds so we decided to have a rummage sale involving you and your core. So for SESC members, we decided to have 10 rummages each and for core member 5 each. Magbebenta kela Josh. Then we also have a plant sale na di na econ yung market. Na-raise ng core member ko yun. What’s good about it is that it doesn’t need capital since it follows a pre-order system. We also have a cable bite sale. If you have other suggestions on how we can generate funds, since our problem lang naman talaga is for October since the last two months we have a bazaar. I’m also eyeing a block screening December. So right now, naipit lang ako dahil sa double booking ng manager sa technohub. Error ko na rin yun. Sorry if some of you as a form of incompetence. But this is our situation right now, but at the end of the day this isn’t only my problem. This is why I want to involve everyone with the solution. So tulong tulong nalang tayo. I will not resign no matter what it takes of me. So yun, naisip ko rin kasi yung raffle, but I did not know EM was doing it. So if you can help me craft that idea then help me. Gawin natin yun after EM if we push through with that. And also I wanna see if that initiative works. We will also buy ukay in Anonas after the rummage sale. Then we will sell those online. So those are our plans.
- Vina: Nalaman ko rin kanina na starting October, lahat ng OT fee magmamahal na. So for tutorials, it will be na 350 na.
- Jaro: For that, di ba we’re planning on writing a letter to dean. Since this is for our constituents naman talaga. I attended two meetings with sir agpaoa, he was highlighting the fact that willing naman magshoulder ng dean yung costs na you can prove na its for the constituents. And I think there’s no other manifestations than for tutorials.
- Josh: I actually asked you guys to make a proposal. Then after that, we can go to dean.
- Regina: Di bas a QMC, yung plants, may patong na yun. Yung walang patong, sa Q.Ave. Yung gilid niya, yun yung market ng place na nagbebenta.
IX. Alay Sa Personnel Updates - Sec
- JV: so next week Thurs 12-1 we’ll be having Alay sa Personel, I met with core early para di magcram… host is Jaro, we also prepared the games na rin… food as cheap as we can find para di burden sa budget… exdeals from Maui pandagdag din sa giveaways. If you’re free, be there it would be nice. Para you can meet the titas and ates and kuyas and also support na rin.
- Reminder din sa House Cup. Let’s set some ground rules na kung halata yung reason why they’re not wearing their ID, wag niyo nalang hulihin cuz it’s kinda rude… please remind that House Cup is not meant to pin each other, but incentivized to follow house rules… don’t fight
X. Stand Making Updates - Chairperson
- Josh: Let’s schedule na the stand making ulit. So suggested dates are:

- 4th – 10
- Stand making will be on October 4, 4:30pm.
- Je: Reminder for this, please still treat the standmaking GA seriously.
XI. Other Matters
- Jaro: We’re releasing the rummage sale pub tonight. We will start collecting rummages tomorrow.
- Orallo: Paano yung core members na 2 cores?
- Jaro: 5 pa rin. Basta 5 per person.
- Mikha: For dilgames, there is recreational and competitive na for the different levels of people. Then for SE games, if you guys have materials, tell me nalang. I will send sa GC.
- Maui: Please get your share of xdeals na from Mario.
- Je: sa FRV issue, Sean said according to our house rules, the executive chamber will be meeting tonight to come up with action steps. This will be presented to our GA on Saturday. The reason for this is because we want to uphold what we have sa house rules. Last time kasi di siya nasundan which wasn’t productive and did not give resolutions at all. Hopefully with this, we give resolutions na rin.
- Reg: Tanong ko lang, di ba last year may preventive suspension?
- Je: I have to double check I’ll update you guys if the preventive suspension clause is still within the consti. [Update: Yes, it’s in the consti and has Councilor Santos has been sent a letter of notice already]
- Josh: Tomorrow, may BOR meeting about the cheating incident.
